Steps to repro:
# With Chromevox running (ctrl+alt+z), open a .docx file in Office Editing for Docs, Sheets, and Slides
# Press alt+f to open the file menu
# Use arrows to navigate the menu

Expected: Menus open and menu items are read when focused with arrow keys

Actual: Nothing is spoken. A Chromevox user will not know if the menu has opened or which menu item has focus
