Translate promo shows up in sign-in screen

Issue description

Chrome Version: 71.0.3574.0 (I used a custom chromium build)
OS: Linux

What steps will reproduce the problem?
(0) Be in a non-English-speaking country (presumably).
(1) Install Chrome, clean profile.
(2) As part of the FRE, click "sign in".

What is the expected result?
No translate promo shows up.

What happens instead?
The sign-in page is in German (I'm in Germany) and I get a translate promo asking whether I want the page translated. Screenshot attached.

Your Chrome is set to English, and Google is probably sending you to the german sign in flow because of your geo location. Chrome sees that difference and suggests translation because it hasn't learned that you understand German yet.

This is working as intended, and we can't really special case the sign in flow (since it happens in the content area now).
