What steps will reproduce the problem?
1.  Open the URL
2.  Open email
3.  Scroll the page
4.  Switch tabs
5.  Switch back

What is the expected result?

   It should show the background of the page.

What happens instead of that?

   See the attached.  The black bar on the left is actually like a hanging widget.  If something is brought to the forefront of that bar (like an email or another tab), that is still displayed.  If scrolling, it looks like it is repeated.

   Something similar happens on https://photos.google.com/.
