Battery Health not reported in System Troubleshooting

Steps to reproduce the problem:
1. Attempt to run a report showing battery health of devices
2. Attempt to show battery health under a specific devices System Activity and Troubleshooting

What is the expected behavior?
Battery health to be reported on startup to Google Admin console for advanced notice when battery will no longer hold an acceptable charge.

What went wrong?
A large amount of chrome devices batteries have been failing due to bad battery health.
