Regression: Blue dot pointer of HandWriting Input method is seen out of virtual keyboard

Issue description

Chrome Version: 71.0.3567.0/11137.0.0 dev channel  Gnawty,Celes,Peppy
OS:Chrome OS

What steps will reproduce the problem?
1)Recover Build >> Sign into user >>Open chrome://settings/languages >>Input method 
(2)Turn On the toggle button of 'Show input options in the shelf'
(3)Click on Input methods >> Select HandWriting Input method
(4)Hold and draw a straight line to the outside of and observe

Actual:Blue dot pointer of HandWriting Input method is seen out of virtual keyboard and it doesnt change
Expected: When pointer comes out of virtual keyboard, dot pointer should change to arrow pointer

This is a Regression issue as same is working fine in 71.0.3562.0/11107.0.0 dev

Note: Issue is also seen with Onscreen keyboard

rkalavakuntla@, I'm assuming that in the "actual" video, you are holding down the left mouse button? If so, if you release the mouse button and move the mouse around, then the cursor should be reset. Removing RBB since this is an edge case with a workaround.

I think this is just an issue with Blink. We're just using the cursor CSS property, nothing weird here. I can repro this issue with https://jsfiddle.net/hy41tj6w/ .

Redirecting to Blink>Input since it's somewhat cursor related.

Yes,I holded down the left mouse button and if I release the mouse button and move the mouse around,then the cursor has reset.
