Linux(Beta) setup screen image does not handle resizing/scaling well

Issue description

Chrome Version: 71.0.3567.0/11137.0.0 dev channel Celes
OS:Chrome OS ARC

What steps will reproduce the problem?
(1)Sign  into user >>goto chrome://settings page/crostini
(2)click 'Turn on' button of Linux(Beta) 
(3)Press Ctrl+Shift+(+) to maximise the display resolution and observe the image in it

Actual: Linux(Beta) screen image is seen chopped when we maximise the display resolution and also when we reset the display back still window looks small

Expected:Linux(Beta) screen image should not get chopped when we maximise the display resolution and window should regain its normal size when we reset the display

This is a Non-Regression issue seen from M-70

We should probably start scrolling at some point.
This views code is being replaced with webui, but progress has been slow. Is it worth investing more time in correcting the Views based behavior?
