UI with button scrolling out of screen while two finger scrolling up down in OOBE screen

 
UserAgent: Mozilla/5.0 (Windows NT 6.1; rv:62.0) Gecko/20100101 Firefox/62.0

Steps to reproduce the problem:
1. Recover build 
2. In OOBE screen, two finger scrolling up/down, check UI
3. Click on "Let's go". In 'Connect to Network' screen, two finger scrolling up/down, check UI

What is the expected behavior?
UI still

What went wrong?
UI with button scrolling out of screen

Can't reproduce on 71.0.3575.1.
