OS: Windows(7,8,8.1,10)

What steps will reproduce the problem?
1. Launch chrome  and navigate to 'chrome://settings/languages'.
2. Change browser language to any language (ex. Marathi, Hindi).
3. Now navigate to 'chrome://settings/content' and observe 'Ads' text. 

Actual Result: 'Ads' text does not get translated after changing browser language.
Expected Result: 'Ads' text should get translated after changing browser language.

This is regression issue broken in ‘M-71’ and below is bisect info
Good Build: 71.0.3568.0 
Bad Build:  71.0.3569.0 

(Unable to provide bisect using 1) Per-revision script as Traceback error message is thrown and 
 			 2) For Chromium bisect script ,"We don't have enough builds to bisect" error message is shown.
Also, tried bisecting on multiple machines and same error is thrown. Hence, providing suspect manually from change-log)

@yaoxia: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note: Issue is not seen on Linux(14.04 LTS) and Mac(10.12.6, 10.13.1, 10.14.1, 10.13.6) as it does not support language translation.
