Bringing up the Emoji Panel Dismisses the Secondary Dialog on Mac

Issue descriptionChrome Version: 71.0.3573.0 (Official Build) Revision 540477605ecd461a31985e4fcd67e8786e895802-refs/branch-heads/3573@{#1} (32/64-bit) OS : Mac(10.14.1) What steps will reproduce the problem? 1.Launch chrome and navigate to gmail.com. 2.Login with valid credentials. 3.Right click in 'save password bubble' and select 'emoji and symbols' for username field. 4.observe. Actual Result :'Emoji and symbols' option is disabled in username field of 'save password bubble'. Expected Result :'Emoji and symbols' option should be enabled in username field of 'save password bubble'.
