Bringing up the Emoji Panel Dismisses the Secondary Dialog on Mac

Chrome Version: 71.0.3573.0 (Official Build) Revision	540477605ecd461a31985e4fcd67e8786e895802-refs/branch-heads/3573@{#1} (32/64-bit)
OS :  Mac(10.14.1)


What steps will reproduce the problem?
1.Launch chrome and navigate to gmail.com.
2.Login with valid credentials.
3.Right click in 'save password bubble' and select 'emoji and symbols' for username field.
4.observe.

Actual Result :'Emoji and symbols' option is disabled in username field of 'save password bubble'.
Expected Result :'Emoji and symbols' option should be enabled in username field of 'save password bubble'.

This is a regression issue broken in ‘M-69’ and will soon inform the bisect info:
Good Build : 69.0.3489.0 (Revision :574446)
Bad Build : 69.0.3491.0 (Revision : 575129)

@Elly Fong-Jones  : Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:

1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message.
2.Tried on other machines but still getting the same error again.
3.Hence provided suspect through 'Chromium bisect'
4.Issue is also seen on Latest Canary #71.0.3573.0
5.Perform action using touch-pad.

FYI'ing ellyjones@. I suspect this is another one of those parent/child key state issues.
