chrome://discards itself using considerable amounts of CPU and RAM when a large number of tabs are open.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3560.0 Safari/537.36

Steps to reproduce the problem:
Screenshot #1 : 40 tabs open across two Chrome profiles in Chrome Beta.
chrome:discards cpu usage jumping between 0% and 3.1% 

Screenshot #2 : 389 tabs open in a single profile in Chrome Canary. 
chrome:discards cpu usage between 10 and 24. 

What is the expected behavior?
