Pre-Condition: Install PDF Viewer extension from https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm?hl=en link.

What steps will reproduce the problem?
1. Launch chrome, navigate to the above test url to open test pdf.
2. Click on Full-Screen icon in extension tool-bar.
3. In Full-Screen mode right click and select 'Cast' option from context menu.
4. Observe Cast overlay.

Actual: Cast overlay exits unexpectedly when trying to open Cast in full-screen mode. 
Expected: Cast overlay should not exit when trying to open it in full-screen mode. 

This is a regression issue, broken in M-70 series, and below is the per-revision-bisect-info

Good Build: 70.0.3534.0(Revision:586176)
Bad Build: 70.0.3535.0(Revision:586474)

You are probably looking for a change made after 586416 (known good), but no later than 586418 (first known bad).
