CRAS: input_data error about read frames exceeds available frames in input data's buffer

Running CTS to trigger this issue:

run cts-camera --skip-device-info --skip-preconditions -m CtsCameraTestCases -t android.hardware.camera2.cts.RecordingTest#testBasicRecording --abi x86

Even if client closed unexpectedly, CRAS should not fall into this path.
We need to check whether this is related to recent fix in input_data.
