Chrome window grows when full-screening videos

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Snap browser window
2. Full-screen video in the snapped window
3. Exit full-screen

What is the expected behavior?
Window size to remain the same

What went wrong?
Window grows in size horizontally, both left and right, and vertically down. The more you full-screen, the more the browser window grows.

Did this work before? Yes 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0

I tested 2 machines on the latest Windows 10 1809 update. I haven't tested older Windows versions.
The machines were AMD CPU and GPU, and Intel CPU and NVidia GPU.

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Windows-10 with steps mentioned below:
1) Launched chrome reported version and navigated to Youtube.com and played a video
2) Resized the browser and on the youtube video clicked on full-screen option, video changed to full-screen and pressed 'ESC' to Exit from full-screen
3) Repeated step-2 for sometimes continuously, able to see chrome window with same size.

@Reporter: Please find the attached screencast for your reference and try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists.

After more testing, I concluded that it's a problem with the latest Windows build 1809. This issue can be closed. Thank you.

Windows 1809: 
Trying on a "Guest" Chrome browser profile, which removed extensions, had the same bug.
Downloaded and tried Firefox, and it too had the same bug.
Microsoft Edge does not have the issue.

Windows 1803:
Doing the same had no issue.
