cmd + w doesn't close PDF tabs

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.92 Safari/537.36 Steps to reproduce the problem: 1. have 3 tabs open in same chrome window. left one pdf, the other two are just websites 2. mark the right tab as the active tab 3. cmd +w to close tab (works) 4. cmd +w to close tab (second tab) (works) 5. cmd +w to close tab (the last PDF tab) - doesn't work. What is the expected behavior? cmd +w should close any tab What went wrong? Chrome did not close the pdf tab. I guess it's because it's in some sort of space where these keyboard shortcuts have not access to. Did this work before? N/A Chrome version: 69.0.3497.92 Channel: stable OS Version: OS X 10.13.1 Flash Version: I think it worked before the big last update as I use this behaviour

Unable to reproduce the issue on reported chrome version #69.0.3497.92 and latest chrome #71.0.3572.0 using Mac OS 10.13.6 and 10.13.1 by following below steps. Steps: ===== 1.Launched chrome. 2.Opened pdf,facebook.com and gmail.com respectively. 3.Made the rightmost tab gmail.com as active tab. 4.Clicked Cmd+w using the keyboard, the gmail.com page got closed. 5.Again clicked Cmd+w, the facebook.com page got closed. 6.Repeated clicking Cmd+w the pdf page gets closed. Attached screencast for reference. @reporter: Could you please review the attached screencast and let us know if anything is being missed here. Request you to retry the issue on a new profile without any apps and extensions, reset all flags to default on latest stable and let us know if the issue still persists.
