Network panel: unable to access controls when dev tools window is narrow due to lack of scroll

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Open the dev tools
2. Go to the network panel
3. Resize dev tools width down to ~600px

What is the expected behavior?
The controls at the top of the panel should still be fully accessible.

What went wrong?
The controls at the top of the panel are not fully accessible, due to truncation and lack of horizontal scroll.

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable

Alternatively, instead of adding scroll which could get ugly due to scroll bars, the controls could wrap onto the next line.

Thank you for filing the bug! This is definitely an issue, and not only on the Network panel. We need some UX solution.
