[chromeperf2] Recommend previously-selected test suites, measurements, test cases

Issue description

The V2 UI currently recommends a hard-coded set of alert Sheriffs and Measurements by displaying options above the full set of options. Recommendations can be extended to include a few recently-selected options. Frecency might work well here.
