Over scaling of text within UI elements

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/71.0.3571.0 Safari/537.36

Steps to reproduce the problem:
1. Issue appears upon launch
2. No further action is required apart from launching the browser.
3. 

What is the expected behavior?
Text in UI elements is oversized by ~ 3-5 font units.
Webpages appear in normal configuration, Only UI elements are affected.

What went wrong?
First image contains (issue)canary in background and stable chrome in foreground for reference. Second image is canary only. 

Did this work before? N/A 

Chrome version: 71.0.3571.0  Channel: canary
OS Version: 10.0
Flash Version: 

Only appeard on this latest update. Was normal on previous version. FYI i am using a Dell XPS 15(9550) which has a 4K 15.6in screen.
