Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:62.0) Gecko/20100101 Firefox/62.0 Steps to reproduce the problem: 1. Begin with a bookmarks file that uses lowercase tag names, e.g.,

and

, which are perfectly valid HTML tag names. 2. In Chrome bookmarks, choose "Import bookmarks and settings". 3. In the drop-down list, choose "Bookmarks HTML File". 4. Choose a properly-structured bookmarks file containing lowercase HTML tags. What is the expected behavior? All of the bookmarks in the file should be imported, and the structure of the bookmarks in Chrome should be identical to the structure in the imported bookmarks file. What went wrong? Chrome imports only a subset of the bookmarks, namely, only those in the first

group. Did this work before? No Chrome version: 69.0.3497.100 (Official Build) (64-bit) (cohort: Stable) Channel: n/a OS Version: 10.0 Flash Version: Chrome is failing to import all of the bookmarks and retain the structure of those bookmarks, and instead only importing a subset of them, the first group. Chrome should not be changing its behavior based solely upon whether the tags are uppercase or lowercase. According to web standards, the case of the tags should be irrelevant. In fact, most HTML pages on the web use lowercase tags. Chrome shouldn't be assuming uppercase tags.

Able to reproduce the issue on chrome reporter version# 69.0.3497.100 and latest chrome# 71.0.3573.0 using Windows-10, Mac 10.12.6 and Ubuntu 17.10 with sample file provided in comment# 2. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged. Note: Tentatively adding UI>Browser>Bookmarks component to it. Thanks!
