Windows 10 on ARM runs full Windows desktop on AARCH64 CPU which is the same CPU powers many Android phones. This system runs AARCH64 instruction natively, but it also supports running x86 instructions in emulation mode, so it could run Chromium for x86 Windows. Even this, compile Chromium to ARM64 with Windows ABI support is still recommended to get native performance.
