Cannot start public session the first time after demo mode setup [M70]

Version: R70-11021.34.0

What steps will reproduce the problem?
(1) Run demo mode setup device 

What is the expected result?
Public session starts automatically

What happens instead?
There is sing-in error notification, public session does not start automatically, public session does not start after manual start.

Everything works fine after reboot. 

We observed that in BBY on 2 different devices (one of them was celes).
Unfortunately, sent feedback report did not make it.    
I cannot repro locally on the same build - tried on eve.
