Chromevox is reading <desc> of <image> SVG element as "asterisk"

Issue description

Case#: 17105823

Description:
Chromevox is reading content of <desc> of <image> as "Asterisk"

Steps to reproduce: 
1. Enable ChromeVox
2. Create any google doc with image, which has description, or just open existing:
https://docs.google.com/document/d/1QpdIIP_IGTqFxurtfGoTj73SGwXMPxjgwjZHwxa-k9I
and don't do anything, let Chromevox read.

Current Behavior / Reproduction: 
"This is a test for Google Chrome Vox
This is a pretty kitten
Asterisk
Hopefully this works"

Expected Behavior: 
Chromevox to say 
"This is a test for Google Chrome Vox
This is a pretty kitten
Image Alt text description kitten is being held
Hopefully this works"

Google docs is creating images as <image> SVG elements and Alt text as <desc>
So chromevox is not reading <desc> (unless image is explicitly selected, which is used as workaround).

Not a regression, it was always like that
