Track length is not verbalized on native HTML5 audio player.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
Pre-step: Enable screen reader such as ChromeVox or NVDA.

1. Go to http://jsfiddle.net/sqdkxy4z/ (or set up a native HTML5 audio with controls) 
2. Click the play button to start the audio.
3. Click / focus on the progress bar.

What is the expected behavior?
The track length and position should be verbalized, or at the least there should be some focusable element that does verbalize the track length within the player.

What went wrong?
Only the position is verbalized.

Did this work before? N/A

OS Version: OS X 10.13.6

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Mac 10.13.3 and win-10 using chrome reported version #69.0.3497.100 and latest canary #71.0.3572.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
