Screen reader not reading text associated with "disable" button for UI restricted by extensions

Issue description

Chrome OS: 
Google Chrome	71.0.3558.0 (Official Build) dev (64-bit)
Firmware Version	Google_Caroline.7820.384.0 

Windows 10:
Google Chrome 71.0.3554.2 (Official Build) dev (64-bit) (cohort: Control Group A)
JAWS 2018.1808.10 ILM and NVDA 2018.3.2

Mac OS 10.13.6:
Google Chrome	71.0.3550.0 (Official Build) canary (64-bit)
VoiceOver 8

Steps to reproduce:
# You need to get some UI that is restricted by an extension. Here's an example: Download and install the following extension: https://github.com/mhahmadi/autofill-pref-api-test-extension
(To do this, unzip the download, go to Chrome://extensions, enable Developer Mode, and press load unpacked button)

# In extension options, toggle off Autofill 
# Go to Settings > Addresses and more
# Note that there is now UI saying "Autofill Pref API Test Extension is controlling this setting" and separately a "Disable" button

Expected: the text is read with the disable button 
Actual: the button just says "Disable" with no context given. 

For an example of how it should behave, see the toggle switch next to "Save and fill addresses" just above it.
