Issue description

Chrome Version       : Version 69.0.3497.100 (Official Build) (64-bit)
URLs (if applicable) : ANY
OS version               : 10.14 (18A391)
Behavior in Safari (if applicable): NO
Behavior in Firefox (if applicable): NO

What steps will reproduce the problem?
(1) Enter any search request or exact url in address bar
(2) Press Enter
(3) Click on autocomplete result

What is the expected result?
Open search or web page

What happens instead?

Noting happens, clear address and don't search or open web page.

I can't reproduce this. Does this still happen with a guest profile?
Hi, this is the second time after update to new (rounded) version of Chrome. Can't figure out what's causing this. As You saw, autocomplete working, other previously opened tabs cannot navigate to the new address, but when I used this Gyazo software for GIF screen recording, Gyazo initiated new tab which showing remote URL with my captured GIF.

I am getting the same behaviour sometimes. 
Right now I have 2 Chrome windows open. In one of them I can search and open web pages, in the other I can't. In the one where I can't, the Settings, About Chrome and Report an issue menus are disabled as well.

Unable to reproduce the issue on chrome reported version# 69.0.3497.100 using Mac 10.12.6 with steps mentioned below:
1) Launched chrome reported version and entered some text in omnibox and clicked on autocomplete result
2) Able to see page navigated to respective search result and again entered exact URL(eg: youtube.com) and clicked on suggestion entry and clicked on enter, page got navigated to particular URL.

@Reporter: Please find the attached screencast for your reference and let us know if we missed anything in reproducing the issue and as per comment# 0 issue was reported on Mac 10.14, could you please let us know if this issue is specific to 10.14.

prozen@ (and djpero.84@): Does this happen in a guest profile (Profile menu > Open Guest Window)?
To be clear, it doesn't happen every time I start the browser or open a new window. It takes some time (hours) for the window get into that state and the state is connected to that window so opening a new tab doesn't help while opening a new window does.

I am running Mac 10.13.6 so it's not specific to 10.14.

I'll try running Chrome as a guest today. We'll see what happens....
Ah, didn't realize it takes a while to get into that state. Not sure if it's worth browsing all day in guest mode, I only ask that to eliminate extension issues.

Is there anything specific that happens before the window gets into this state?
No, nothing specific I can think of. 

Are there some logs I can enable somewhere to be able to get more information?
No guest mode, just ordinary use. I'm logged in. This happens me just twice in new version of Chrome. I cannot tell this is an issue is just on this version. 

My info from Chrome version:

Google Chrome	69.0.3497.100 (Official Build) (64-bit)

I will investigate more when it happens again.
It hasn't happened today at all despite heavy usage. I looked through my extension and noticed that my keybase extension got updated during last night. 
I am not at all sure if those 2 are connected, but if everything keeps being fine over the next few days I am going to blame that extension.
So after happening more or less daily after I upgraded Chrome it hasn't happened at all this week. So I guess the issue was caused by something the keybase extension was doing which it stopped doing after it got upgraded.

Optimistically closing; please chime in if it happens again.
So it happened again yesterday afternoon and then again this morning after running Chrome for over a week without restarting.

In both cases I was in a non-Chrome window just before that. When I switched back to Chrome, that window was in fullscreen mode (the one you get with Cmd-Shift-F) which is weird since I typically don't go into it manually (I do use it when watching Youtube or Netflix but that's using a button in the relevant UI).

Going back and forth between fullscreen and regular mode a couple of times fixed the issue both times.

If there are logs I can enable to help with debugging this I'll be very happy to do it.

Mac triage: assigned to sdy@, but no mstone since we don't understand the bug yet.
I have had this issue on macOS 10.12.6, since Chrome 69 and onward, especially in full screen. Reset flags and guest profile provide no remedy. Most prevalent when starting browser. Navigating to a bookmarked link and then using address bar usually works, but otherwise browser is effectively unusable.
I think I figured out how I am getting into that state:

0. Start with a non-maximized window.
1. Open a video playing site (youtube or netflix work for me)
2. Play a video. 
3. Put video into fullscreen mode using youtube/netflix controls
4. Leave fullscreen mode(by pressing escape button).
5. Maximize window (it will be in Chrome full screen mode)
6. Leave fullscreen
7. Omnibox, Settings and About Chrome don't work

This is 100% reproducible on my machine.

This happens to me frequently and I've discovered simpler repro steps:

1. Start with a non-fullscreen window.
2. Disable "Always Show Toolbar in Full Screen" in the View menu.
3. Enter Full Screen.
4. Enable "Always Show Toolbar in Full Screen".

In this state pressing return in the omnibox does not navigate to a new page, Command-L does not focus the omnibox, and the "Settings" menu item is disabled.
