CrOS x86_64 10718.88.2 and later do not load extensions

Issue description

Chrome Version: 68.0.3440.118
Chrome OS Version: 10718.88.2
Chrome OS Platform: Lenovo N21, N22, N23 Chromebooks
Network info: Meraki, WPA2-PSK, MX100

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)  Extensions are enabled through GSuite Admin Console
(2)  Open Chrome browser on Chromebook
(3)  Extension icons do not appear at top of screen, nor do they appear in dropdown menu accessible by clicking the three dots at the top right corner of the screen

Expected Result:  Extension icons should appear at top right corner of screen or at least in the dropdown menu that appears when clicking the three dots at the top right corner

Actual Result: No icons appear, or an icon appears then disappears, or twitching appears at top right corner of screen

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?) always

What is the impact to the user, and is there a workaround? If so, what is
it?  Students needing Chrome extensions for assistive technology cannot use the extensions.  The only workaround I have seen so far is using a Chromebook that has version 67.0.3396.87 or earlier, where the extensions will load.

Please provide any additional information below. Attach a screen shot or
log if possible.

Here are links to two videos showing the difference between the experiences of a student logging in to Chrome using version 66.xxx vs. version 68.xxx.

I used the same student account in both videos, and included the chrome://versions page for the two different Chromebooks in each video.

Video 4234 shows the experience on a Chromebook running version 66.xxx.  The Don Johnston extension icons appear at the top of the screen, The video shows a student login process for one of these extensions.  It also shows the Scratch Jr app icon appearing in the Chrome shelf and opening when the icon is clicked.

Video 4230 shows the experience when a student logs in to a Chromebook running version 68.xxx.   The extension icons do not appear at the top, and some of the app icons do not appear on the shelf.   Please note that a twitch appears at the top right of the screen in 4230 at 1:43 and at 1:51.

Eventually it was determined that a new extension whitelisting feature in GoGuardian allowed the extensions to load in Chrome version 68.xxx or later.  The new extension filtering feature of GoGuardian may require version 68.xxx, but this has not been confirmed by GoGuardian.  In any case, it did not prevent extensions loading in Chrome version 67.xxx or earlier.
