Issue descriptionThe Context process crashes with a FATAL stack trace when it is supposed to exit normally (e.g. when the Context client channel is dropped): [02915.761] 604779.604791> [604779:762808437:1005/180800.583446:FATAL:scenic_window_manager.cc(26)] ViewManager connection failed.
