New tab button issue on Chrome Canary

Chrome Version       : 71.0.3569.0 (Official Build) canary (64-bit)
What steps will reproduce the problem?
(1) Go to chrome://flags
(2) on #top-chrome-md choose normal

What is the expected result?
The new tab button is in the middle and the button functions

What happens instead?
The new tab button is in the upper left corner and the button doesn't function unless you hit the middle of the "plus"
