Trying to link to a non-chromium bug incorrectly links to the chromium bug with the same number instead.

I.e. I tried to link an alert to https://bugs.chromium.org/p/chromedriver/issues/detail?id=1945, but hitting save silently rewrote that to link to  crbug.com/1945  (a very different bug) instead.
