Incorrect switch to SWE keyboard while in Chrome

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Use ENG keyboard
2. Switch to SWE keyboard while in Chrome

What is the expected behavior?
['; should become åäö respectively. 

What went wrong?
Swedish letters do not appear, for instance [ key becomes ´ instead of å which is the correct character.
Have not investigated whether other keys are incorrectly defined as well.

Did this work before? Yes ?

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

If I make the KB switch while MS Word in focus, the KB switch works correctly. If I then type in Chrome, the functionality is correct in Chrome as well

Tested this issue on Windows 10 on the reported version 69.0.3497.100 and the latest Canary 71.0.3573.0 and unable to reproduce the issue by following the below steps.

1. Added Swedish(Sweden) language to the Windows languages.
2. Launched Chrome and switched to SWE keyboard.
3. hit the keys ['; and could observe that åäö is typed as expected.
Attached is the screen cast for reference.

Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.
