Confirm Form Resubmission dialog does not prompt to resubmit a form on page refresh when Developer Console is open

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36 Steps to reproduce the problem: 1. Submit an HTML form on a page that redirects back to itself (with the same form) 2. Open Developer Console (F12) 3. Refresh the page with the HTML form 4. No prompt is displayed to confirm resubmitting the form, but it does resubmit the form What is the expected behavior? The prompt should be displayed to Confirm Form Resubmission, or there should be some setting in the Developer Console to toggle this behavior What went wrong? 4. N/A Chrome version: 69.0.3497.100 Channel: stable OS Version: 10.0 Flash Version: Apologies if this is intended, but it seemed odd that if it was, there was no setting in Developer Console to toggle the behavior. It led to a Sev 1 issue before our product release because we thought our backend form logic was broken, when in fact it was just being resubmitted by the browser on refresh without us knowing.
