Regression: All opened tabs have white colored tab strip and the NTP button has white background

Issue description

Chrome Version: 70.0.3521.0
OS: Ubuntu 17.10

What steps will reproduce the problem?
1.Launch Chrome
2.Navigate to chrome://settings.
3.The theme should be GTK+
4.Open multiple tabs, observe that all tabs have white colored tab strip and NTP button has the white background to it. 

Expected Results: Only current open tab tabstrip should have the white background and NTP button background should be transparent.
Actual Results: All opened tabs have white colored tab strip and the NTP button has the white background.

The following is the reverse bisect information.

Note: Unable to run tool bisect as we are getting either all good builds or all bad builds.

In addition to comment#0, as we are unable to get correct changelog through tool bisect hence providing the changelog from manual bisect.
