Regression: All opened tabs have white colored tab strip and the NTP button has white background |

Issue descriptionChrome Version: 70.0.3521.0 OS: Ubuntu 17.10 What steps will reproduce the problem? 1.Launch Chrome 2.Navigate to chrome://settings. 3.The theme should be GTK+ 4.Open multiple tabs, observe that all tabs have white colored tab strip and NTP button has the white background to it. Expected Results: Only current open tab tabstrip should have the white background and NTP button background should be transparent. Actual Results: All opened tabs have white colored tab strip and the NTP button has the white background. Attached screenshots for reference. The following is the reverse bisect information. Reverse bisect information: =========================== Last Bad Build : 70.0.3521.0 Last Good Build: 70.0.3522.0 Note: Unable to run tool bisect as we are getting either all good builds or all bad builds. Hence marking it as Untraiged, will provide ChageLog soon. Thanks.!

In addition to comment#0, as we are unable to get correct changelog through tool bisect hence providing the changelog from manual bisect. Reviewed on: https://chromium-review.googlesource.com/1168513. @Thomas Anderson: Please confirm the issue and help in re-assigning if it is not related to your change. Adding 'ReleaseBlock-Stable' label for M-70 as this is a recent regression. Please feel free to remove if this is not applicable. Thanks.!
