Steps to reproduce the problem:
1. open dev tools in one window
2. open find in another window leave open
3.  launch new tab in window that has find open

What is the expected behavior?
i expect to interact with foreground windows

What went wrong?
often the newly opened window won't receive focus despite being in the foregound. click and scroll events go to window with dev tools open or find window open.
