Run clang-tidy checks on tricium

Project Member Reported by thakis@chromium.org, Oct 5

Issue description

We now have tricium. We should add a check that runs (some of) clang-tidy checks and adds annotations based on them.

It's not super easy, because tricium runs on swarming, where there isn't easy access to all the code. I think emso@ had some designs for this while she was still working on this, but I don't remember where they are.

We talked about this a lot, but I haven't found a bug for it ( issue 91763 is related but not it), so here is one, so we can better keep institutional knowledge about this around. cc'ing folks who hopefully know who (if anyone) is currently looking at this.

Indeed - I'll merge this into issue 633856 ("Implement a ClangTidy analyzer") and comment there.
