Pre-condition: 1. Enable the flag 'Enable using the Google local NTP' and 'New Tab Page Background Selection' from chrome://flags/ page.
               2. Change browser language to 'Hindi' from 'chrome://settings/languages'

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings/fonts and change the minimum font size to 'Huge'.
2. Open NTP, bring focus to 'Gear' icon by pressing tab key and press enter.(customize this page overlay opens)
3. Observe the focus ring 'Chrome Backgrounds'.

Actual Result  : Focus ring on 'Chrome Backgrounds' is seen distorted on increasing the minimum font size to 'Huge'.
Expected Result: Focus ring should not be seen distorted.

This is a regression issue, broken in 'M-69', and below is the per-revision bisect info:
Good Build: 69.0.3479.0 (Revision: 571804)
Bad Build : 69.0.3480.0 (Revision: 572081)

You are probably looking for a change made after 572075 (known good), but no later than 572076 (first known bad).

Note: Issue is not seen on Mac(10.12.6, 10.13.1, 10.13.6, 10.14.1) and Linux(14.04 LTS) OS as unable to change browser language.
