Three-finger swipe scrolls in the keyboard shortcut viewer

What steps will reproduce the problem?
(1) Launch the keyboard shortcuts app
(2) Position the cursor over the keyboard shortcut list
(3) Swipe down with three fingers

What is the expected result?
Overview mode is entered.

What happens instead?
The keyboard shortcut list scrolls as well as entering overview mode.

Swiping up with three fingers to exit overview mode can cause the keyboard shortcut list to scroll in the opposite direction if the cursor is over it.

When swiping down slowly, only scrolling occurs rather than the expected no effect.

This seems not keyboard shortcut viewer specific.

I tried on Settings. Has the same behavior.

I tried to open Launcher first and use three fingers to enter overview, we can find the Launcher is scrolling as well.

This could be scroll_view related.
