Non-Regression : 'Search' tool tip is seen missing on hovering mouse pointer on Search icon at search bar in Overview mode

Chrome Version: 69.0.3497.120/10895.78.0 Stable-channel Daisy,Candy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user -> Open any 2 or 3 windows  
(2)Now Press 'Overview mode' button -> Now type something-> observe search bar is seen and now hover mouse pointer on Search icon and observe for 'Search' tool tip
(Please refer Video and screenshot)

Expected:  'Search' tool tip should be seen on hovering mouse pointer on Search icon
Actual: Instead tooltip is seen missing
