Regression: Select-to-speak icon is not visible properly in OOBE screen

Chrome Version: 69.0.3497.120/10895.78.0 Stable Channel Candy,Daisy,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE, Enable Select-to-speak and observe

Actual: Select-to-speak icon is not visible properly
Expected: Select-to-speak icon should be visible properly

This is a Regression issue as same is working fine in M69

NOTE: Issue is not seen on M70 and M71

Status: WontFix (was: Assigned)
Fixed in 70 since there is a new shelf. Unfortunately 69 is on stable and since it is a one-off fix it is not worth doing.

(so to fix this we'd have to have a CL that only targets 69, ie, nothing that can get merged back)
