What steps will reproduce the problem?
(1)Sign into user >> Go to chrome://settings,turn OFF WiFi
(2)Insert Dongle >> turn ON mobile data and connect the dongle
(3)Now turn OFF mobile data and turn ON WiFi and observe the mobile data toggle button
Actual: Unnecessarily mobile data toggle button enable & disable when Wifi toggle button is enabled
Expected:No such unwanted toggle button movements should be seen at mobile data
This is a Non-Regression issue seen from M-62
