"Add site exceptions" in Javascript is broken

Steps to reproduce the problem:
1. Go to Settings>Site settings>JavaScript
2. Block Javascript
3. Try to add more than one exceptions with "+ADD SITE EXCEPTION"

What is the expected behavior?
Add all the exceptions in the list.

What went wrong?
The exceptions you add after the first one, either overwrite the first one, or do not appear at all in the list.

Did this work before? Yes 69.0.3497.100 (Official Build)

Does this work in other browsers? N/A
