[PIP] Video not able to be moved or resized while device is in tablet mode.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 11021.34.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.41 Safari/537.36
Platform: 11021.34.0 (Official Build) beta-channel cave

Steps to reproduce the problem:
1. Enable PIP on a YouTube Video
2. Fold device over into tablet mode disabling the keyboard/touchpad
3. Try to move or resize the PIP.

What is the expected behavior?
When I am using the device in laptop mode I can move and resize the video with touch or the touchpad. When I'm in tablet mode I expect to still be able to move or resize the PIP video using touch.

What went wrong?
I can move and resize the floating video when I have my Asus C302 in laptop mode but once I fold it over I can no longer resize or move the PIP.

Chrome version: 70.0.3538.41  Channel: beta
OS Version: 11021.34.0
Flash Version: 31.0.0.122 /opt/google/chrome/pepper/libpepflashplayer.so

As a suggestion for the function it would make more sense to be able to resize the video with the pinch gesture that is used in other places.

Thanks for the feedback! I can reproduce in Chrome 71.0.3567.0  as well.

Note that we can force tablet mode by setting chrome://flags/#force-tablet-mode to "TouchView"

Eliot, would you know how this can be fixed?
