What steps will reproduce the problem?
1. Launch chrome, make browser window in full screen mode.
2. Hover the mouse over chrome toolbar so that it is visible in full screen mode
3. Now Press 'Cmd +' or 'Cmd -' to get zoom bubble and observe.

Actual Result  : Zoom bubble is hidden behind the chrome toolbar in browser full screen mode .
Expected Result: Zoom bubble should be visible in browser full screen mode even after chrome toolbar is hovered upon.

This is a regression issue broken in ‘M-70’ and below is the 'per-revision' bisect information:
Good Build : 70.0.3503.0 (Revision : 578160)
Bad Build  : 70.0.3504.0 (Revision : 578510)

You are probably looking for a change made after 578333 (known good), but no later than 578334 (first known bad).
