shortcuts not working on Chrome Beta

Issue description
UserAgent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:62.0) Gecko/20100101 Firefox/62.0
Steps to reproduce the problem:
1. Try F11, F12, Ctrl+shift+delete...
2. When it doesn't work, I saw the following error in devtools' devtools' console:
shell.js:5610 SyntaxError: Unexpected token < in JSON at position 1
at JSON.parse (<anonymous>)
at contentLoaded (shell.js:5610)
at mycallback (shell.js:986)
at finishedCallback (shell.js:990)
at DevToolsAPIImpl.embedderMessageAck (chrome-devtools://devtools/bundled/devtools_compatibility.js:33)
at <anonymous>:1:13
What is the expected behavior?
It should always let keyboard shortcuts work.
What went wrong?
While interacting with a page the shortcuts were not working, have to right click to go to inspector.
Did this work before? N/A
Chrome version: 70.0.3538.35 (Official Build) beta (64-bit) Channel: beta
OS Version: 18.04.1

Unable to reproduce the issue on ubuntu 17.10 using chrome reported version #70.0.3538.35. Following are the steps followed to reproduce the issue. ------------ 1. Tried shortcuts such as F11, F12, Ctrl+shift+delete... 2. Did not observe any error in the devtools console. The issue seems to have been reported in ubuntu 18.04.1. Hence, forwarding it to MTV team and requesting someone to have a look into the issue. Thanks...!!

Even though this is very intermittent, it is very very annoying when it happens. At the moment my Chrome beta not only doesn't respond to these shortcuts, it also doesn't let you click and drag to select text in the url bar, only shift+click works. Works within the page though. Not sure if I can get you any good info about what is malfunctioning because the devtools shortcuts do not work when it happens. Happening on a 16.04 desktop right now, 70.0.3538.45.
