[AF] Upload is_client_validity_states_updated flag

to server. The flag has been added to the Autofill Profile
but not synced. Syncing it would optimize the client side
validation. If a profile has already been validated, and
the validation states are up-to-date (meaning that the flag
is on), we won't need to validate the synced profile.
