bisect-builds.py is broken on Windows

Issue description

Every version after 591478 seems to fail to unzip.

I just got bit by this on Windows.

Oh, I thought I fixed it here, and forgot to include this bug number too...

Is it not working if you update the script to include that patch? I did test it, but then I merged it with another patch that fixed Chrome OS and I could have made a typo...
