nocturne: update DUTs in lab to 10984.21 firmware

* name of board: nocturne
* Version of Canary or Beta : R71-11126.0.0
* Firmware desired: Google_Nocturne.10984.21.0

Canary 11126.0 currently shows BVT failures related to audio (see issue 891957) but those are directly related to using older firmware than is currently required.

The tast failures in 891957 should be cleared once firmware has been uprevved to .21.

.21 is looking to be our fsi candidate.
