Steps to reproduce the problem:
It will be hard to reproduce BUT what I can tell you is:

- In device mode (Also may be seeing this problem on production touch devices running chrom)
- Scaled down 35%

What is the expected behavior?
Expect to click on a button and hit that button! Not miss and hit other elements

What went wrong?
Clicking an element clicks the wrong element! So does highlighting it on dev tools. It isn't usually like this, this seems to occur randomly. It took me all day to reproduce this and I can't reliably reporoduce this.
