Reduce # of shards when retrying a small number of tests [gtest test suite] |

Issue descriptionWhen a gtest test suite fails, the CQ recipe only retries failing tests. However, it still spawns the same number of shards. e.g. see browser_test failures in: https://ci.chromium.org/p/chromium/builders/luci.chromium.try/linux-chromeos-rel/106857 This doesn't seem to apply to webkit_layout_tests, e.g. see https://ci.chromium.org/p/chromium/builders/luci.chromium.try/win7_chromium_rel_ng/98407
