Allow virtio-gpio to be enabled at runtime to enable easier development and testing of the feature.

Items:
- verify with security team that crosvm gpu feature can be compiled for all builds
- add Chrome setting, only for dev/channel builds
- when setting enabled, start crosvm with --gpu option
- when setting enabled, enable --drm-device and --glamor options for somellier
