Issue descriptionhttps://sheriff-o-matic.appspot.com/chromium.perf sheriff-o-matic labels many failures "Tree closers", but it's unclear what that means. it seems like Tree Closers can be alerted after only a single failure, but is fairly annoying since I would rather spend more time on the consistent failures, but Tree Closers are listed at the time.

For example, blink_perf.bindings/structured-clone-long-string-serialize.html in performance_webview_test_suite failing on chromium.perf/Android Nexus5X WebView Perf was reported as Tree Closer, but the only failure was in the most recent run https://ci.chromium.org/p/chrome/builders/luci.chrome.ci/Android%20Nexus5X%20WebView%20Perf/3018

This is making sheriffing really hard because low priority "Tree Closers" are above high priority "Consistent failures". |
