(Mac) Dvorak-Qwerty Command keyboard shortcuts don't work when Chrome window is open

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. On Mac, change your keyboard layout to Dvorak - QWERTY Command.
2. Open a new Chrome window with multiple empty tabs.
3. With the window open, hit command + comma. (The comma key above the right command key)

What is the expected behavior?
Preferences should open.

What went wrong?
A tab will be closed.

Did this work before? Yes 68

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

Notably, opening preferences works if you have to Chrome window open. So it seems the Chrome window is misinterpreting the key press but the OS level one is handling it correctly.

This is likely a dup -- please try this on Chrome Beta and see if it still reproduces.
sorry about the dupe, searched around and couldn't find it.

Just tested in 70.0.3538.45 (public beta) and it works! Thanks for taking a look
